A blog post way back in 2020 detailed a small number of symbols used on maps for ARP and Civil Defence purposes. The blow image, taken from a 1942 diary, shows a clearer list of the symbols, including those used for the fire services and the police.
I assume the Report Centre markings relate to: REPORT CENTRE - receives incidents reported by Wardens’ Report Posts. REPORT CENTRE RECEIVING REPORTS DIRECT AND FROM OTHERS - Wardens' Report Posts and Report Centres update a Control Centre, which has a duplicate set of maps showing incidents across a Local Authority. REPORT CENTRE RECEIVING REPORTS ONLY FROM OTHER CENTRES - a number of Local Authorities send information from Control Centres to a Group Control.

UPDATE: this is a reproduction area marking. A rare photograph of a member of an ARP band. He is wearing the brass bandsman sleeve badge and bugle cords. His CD breast badge and area title are just about visible but the location cannot be determined.
I am indebted to the British Military Badge Forum for the identification of the badge and bugle cords. A very healthy price for these items from an Air Raid Precautions Sealing Outfit that recently appeared on the tat bazaar. Going by the contents listed on the box they all originally came together. I bet a fair number of these ended up been thrown away after the war.
