The St Johm Ambulance Association provided training to ARP wardens and Civil Defence personnel throughout the second world war. Training would takes place over several weeks and upon the successful conclusion of the course a person could wear the St John Ambulance Association badge )note this is different to the St John Ambulance Brigade),

I believe that the St John Ambulance Brigade (and in Scotland, St Andrew's) only operated within the UK. Outside of the UK the British Red Cross would have been the main organisation. Therefore, I would say it was highly unlikely a St John badge was issued overseas. I would recommend you contact with the archivist at the Museum of the Order of St John - https://museumstjohn.org.uk
